According to the data communicated by the General Inspectorate for Immigration  (IGI), until October 9, 2023, 80,375 employment/posting permits were issued, while at the same time a number of 9,748 requests for the issuance of employment permits/ posting for the current year.

By comparison, according to the information provided by the same institution, 108,885 employment notices were issued in 2022, and 49,954 employment/secondment notices were issued in 2021.

According to the data communicated by the General Inspectorate for Immigration, the number of foreigners with a residence permit for the purpose of employment, posting or dependent activities, located on the territory of Romania, was 72,337, on September 30, 2023.

Of these, between January 1 and October 9, 2023, 35,954 temporary residence permits were issued for the purpose of performing gainful activities (the first permit issued, the person has not held a right of residence on the territory of Romania in the last 6 months) - employment /posting – 35,406, scientific research activity – 19, highly qualified – 336, seasonal – 165, ICT (workers transferred within corporations) - 28.

By comparison:

• in 2022, 31,356 temporary residence permits were issued for the purpose of carrying out gainful activities (employment/posting – 30839, scientific research activity – 29, highly qualified – 211, seasonal – 216, ICT – 61),

• in 2021, 18,096 temporary residence permits were issued for the purpose of carrying out gainful activities - employment/posting - 17744, scientific research activity - 29, highly qualified - 238, seasonal - 33, ICT - 52.

Also, according to the data communicated by the Ministry of Foreign Affairs, between January 1, 2023 and October 10, 2023, a total of 42,822 employment visas for foreign workers, identified by the D/AM symbol and posting visas, identified through the D/DT symbol, to foreigners who are going to enter Romania in order to be employed by an employer, respectively to foreigners who are going to enter Romania for the purpose of carrying out gainful activities on the territory of Romania for a beneficiary of the provision of services. In the same reference period, 11,388 applications for long-stay visas for employment/posting were rejected, 3,355 such visas were cancelled, while 826 applications for the respective types of visas are being processed.

Romania needs at least 500,000 workers

According to the data of the National Employment Agency, between January and August 2023, the total number of vacant jobs was 506,601.

The main ten fields of activity in which a significant number of job vacancies were registered, in the period mentioned above, were: construction works of residential and non-residential buildings (64,027), restaurants (28,614), other postal and courier activities (26,928), temporary staff contracting activities (25,849), protection and guard activities (17,661), road transport of goods (17,155), employment agency activities (12,740), trade with retail in non-specialized stores, predominantly selling food, beverages and tobacco (11,952), manufacture of electrical and electronic equipment for motor vehicles and motor vehicles (8,874), manufacture of bread, manufacture of cakes and fresh pastries (8,720) .

For the similar period of 2022, the number of vacant jobs declared by employers was 399,040 (26.95% higher in the January - August period of 2023 compared to the similar period of 2022).

From the total number of vacant jobs registered in the databases of the National Employment Agency, between January and August of 2023 and made available to job seekers, 304,371 jobs were declared in repeatedly by employers because they could not deal.

In the first 8 months of 2023, the average number of jobs repeatedly declared by employers because they could not fill was 33,819.

More than 96,000 contracts, concluded in 2022

The number of new employment contracts registered by Romanian employers for employees who are citizens of countries outside the European Union, concluded in 2022 was 96,053, in 2021 54,292, and the number of those concluded and terminated in 2022 was 2,545, and in 2021 of 2,233.
